    You can just drive through regardless of insurance. I did it this summer with a car i rented from Germany, my insurance didnt cover Bosnia either.
    At the border sometimes all you need to do is stick your passport out the window and they dont even check it. they asked me if i was just passing through and then just waved me on. The border crossing seems more like a toll booth, it only took 5min. which is a record in the balkans.

    You don’t drive through Bosnia to get to Split or Dubrovnik or from Split to Dubrovnik anyway – it would be quite a de-tour.
    You will be just fine.

    Another option – ditch the car once you’re in Split and take the ferry to Dubrovnik. If you’re staying in the old town, you won’t need a car and in Old Town it’s foot traffic only. Do a search on google of ferry schedules Split to Dubrovnik. They may stop 1 or 2 times (Korcula, Hvar) but it’s way easier and the scenery is beautiful. The ferry will leave you off at the harbor in Dubrovnik and there is a bus (5 minute ride) right across the street to Old Town. Once you’re there, be warned, because the Old Town is foot traffic only, you will have to lug your bags. I rented a villa there that was unbelievable, but it was up 4 flights of stone steps! It was worth it though, and the price was unbeatable. I was in Croatia (Dubrovnik, Korcula and Hvar) for over a week and never needed a car. Do NOT leave Dubrovnick without doing the wall! Enjoy!!! I wish I was going!
