    No. Everyone in America has to buy American-made cars. Its the law.

    Yes, but you will have to register it in the US. Also, you will need to pass smog tests and it will need to be ‘street legal’ according to US laws, so don’t get something that doesn’t satisfy standards here. Also, you will have to pay a use tax in the US (like sales tax) typically.

    You always need insurance to drive, is that what you mean? And a drivers’ license.

    Almost all of the American Automobile Insurance companies state that their policies on vehicles become null and void if the vehicle is taken outside of the United States. There are actually large signs at the Tijuana border stating as much. I do not believe it is a mandated law in Mexico to carry automobile inusrance. However it is mandated in the US.

    A green card holder can have a drivers license and can own car. As for buying a Mexican car and importing it, I would think you could do that as long as it complied with US (state) motor vehicles requirements, such as emissions.
