About 3 years ago, I was test driving my beater car and was pulled over by the cops. My buddy was driving and was allowed to go. I had no insurance, 7 years old registration, and some one elses sticker on the licence plate.
The cops questioned me, gave me some paper work, including a court date, and let me go. Four days later I left the country and havent been back.
Does a bench warrant show up for this new
International Fingerprint Service or a Criminal Record Check? I never got fingerprinted, went to court, etc.?
I am still out of the country and
use my passport and travel somewhat frequently and use my credit cards with no
problems.

You will have an active warrant on your criminal background check. You should have just went to court.
If they never took your fingerprints I somehow doubt that you’ll appear on the IFS. You won’t have a criminal record unless the decision was taken to convict you in your absence, and that seems unlikely. I should think the bench warrant is sitting on a computer somewhere, waiting for you to come back. Failure to Attend and driving without insurance is hardly the stuff for extradition. If you return to the jurisdiction though you might be caught up with. A court might even by angry enough to lock you up for a few days for the FTA and refuse bail pending trial. If you ever come back that is. Why on earth did you run away from a minor traffic offense?
Forget about because you were never processed, like photographed or finger printed.
